Physical standard for DSP:
Male: Height: 5' 7" and chest 33" with expansion of 1 and 1/2".
Female: Height - 5' 2"
There will be Combined Competitive Exam of
(i) Preliminary and
(ii) Main Exam.
Application Form: Application form along with necessary instruction, an acknowledgment card and an envelope for sending application is obtainable from the office of
Haryana Public Service Commission,
SCO NO.64-65,
Sector-17 A,
Chandigarh - 160017 by making a payment of Rs.1000/- (Rs.250/- for SC/BC/ESM/PH of Haryana only) or remitting Rs.1040/- (Rs.290/- for SC/BC/ESM/PH of Haryana only) only through IPO/ Bank Draft payable to Secretary HPSC by giving his full address.
How to Apply:
Filled in application form should be sent to the Commission Office at SCO NO.64-65, Sector-17 A, Chandigarh-160017 by post or in person on or before February 04, 2009 (February 10, 2009 for the candidates of far-flung areas of the country).

It is announced for general information of the candidates who have applied in response to advertisement NO.6 published on 4th January, 2009 that the HCS (Ex. Sr.) & other Allied Services Preliminary Exam, 2009 has been rescheduled and will be held at Chandigarh and Panchkula on 26th April, 2009 (Sunday),. Admit Cards are being sent to all eligible candidates. Candidates who do not receive Admit Cards up to 23rd April 2009 should contact the Commission's office, personally at Panchkula on 24th & 25th April 2009 during office hours. It is made clear that admission to this Examination is provisional subject to the checking of correctness of facts furnished by the candidates in their application forms.

Aur aap Thoda hi bole par wo bhi galat.Aap ne kaha naye aspirants bolte jyada hai aur karte kam hai.Yaar aap Bolte to kam hai[wo bhai galat] then karte kya hai aap chikara sahab!!!!!!!!!!????????? Agar kuch kiya hota to aaj aapko pata hote ke exam may ke baad nahi april mein hoga.

I heard that some candidates who got selected in 2004 challenged this current recruitment and urged Supreme Court for stay on recruitment process because Hooda Govt never let them join on grounds of No Vacancy theme.
I think this exam becomes a never ending nightmare or chase for us and worst part is that Govt has nothing to say about it.

i think we can go thru RTI procedure , for which i have checked that form is available on website rtiharyana.gov.in along with fee of Rs.50/-(P.O or DD)we can seek infor reg date of exam from PIO ,HPSC panchkula and any discrepancy on their part can be appealed to State Information Commission, Chandigarh
what do u say , should we move or wait till ist week of april for notification

First thing... that wasting my time on your posts....if you really thing I am doing this then why you asked me so many questions that what I think about change..... and what I reply about your querry that why people here on this site are concerned about EXAM DATE only. so it means you want to waste my time? kidding............ Don't you think that it is the one of the way to get into the system.,as you yourself stated.. candidates who are seriously preparing for the exam... have all rights to know about the conduct of the exam.. you can't excuse them as numbs or whatever. I have seen people who honestly prepare and somehow it becomes there passion.. and it is nothing wrong to chase your desires but not to the point that you become their slave.
You quote good piece of poetry in your writings it shows you are very obsessed about change. And in a way you are also doing the same and that is what professionalism is... it is a practical approach and there is nothing wrong in it.. it becomes wrong when through this you try to harm others and use others for your advantage.And that is the what people who are so much obsessed about a particular thing does.. and that is what happens with our politicians... they talk of change ... they bring that change and in that change they become completely changed and alienated from the desires of the people to whom they are obligated to serve... they want only one thing and that is power...power ...power................And thus they can woo the uneducated people easily ... that is why even after so long the right to education is on papers only ... chid literacy,, adult literacy all things are done only to that extent that maximum of people remain in dark... k literate but uneducated...hence in dark because if they came to light.. politician's fears will increase.... well it will be worth if you can woo educated people ..... and make a point that every one is educated.

well I want to change the way we all think. actually if all else is rigid then the most elastic thing is thinking...we all need to change the way we think.. the same British ideology.... and now the recent American style of demand and supply approach... you know what is the basic draw back with us Indians..... we love all that is foreign and we think that all what Indian is cheap..........I want to change this mentality ...
Vikas if we read ancient literature we study that man in beginning was so near to Nature and his all needs were fulfilled and his desires were less... but then He tried to accumulate things.. gems ...metals and here the problem started ...He became obsessed and wars beginned theory of clan, tribe, cast, state blah blah came up and man became enemy of man.....Desires uncontrolled like the wild horses and .......man became slave.... and I want to shudder this slavery and then eliminate it...... I hope you got my point..

atleast m nt able to study like this.
so,if u preparing for prelims and exam happen to be in june all efforts may futile,and if u r preparing for mains and exam is if on 24th april,it can be disasteraous for us.

its not good to say if one has got 495 marks and he/she got 90 marks in interview and the one who got 565 marks got 17 marks.in interview everything counts, personality ,the way we talk, the way we walk in, how many right questions we give, everything is counted.you know many people get good marks but only few gets job.
35000 applied for exam
atleast 1000 will get more then 500 marks in main exam
but only 180+ will get the job .us hisaab se toh sabhi jo job milni chahiye jis hisaab se tum keh rahe ho haina?
hpsc is not resposible to provide jobs to all. what do u say ?

If you have been through all posts of mine, you must be aware about bitter incidents happened in 2002 and 2004 with HCS aspirants.
I am preparing for the exam to get into system because I think if someone want to rectify the system, He/She must be a part of the system.
Well I would like to tell you that this is my very 1st attempt being a civil services aspirants so there is no appropriate reason for personal grudge against system BUT I am with all those whose dreams had been shattered by system.
Over joining of politics -- I am well aware that all of you are best and brightest of country then will it not a blunder mistake to convince you guys rather than majority of underprivileged people, who suppose to be very lucid prey by our Politicians.

What can just some opinions on this post help..... I have been reading your posts being sent here, it appears you have lots of knowledge about the system and its ill functions ...You have a streak of grudges against the system... and some body asked you that do you want to join politics... and that is the first sign you are really showing but one thing you are missing that all people start differently but end up at same.. is this with you too.or you have some other plans......it is good you want to change, but you want to change what... the system..the politicians and their thinking....or common people and their thinking.... or you want to change yourself...........

yes its true, but pawan since we were hearing for exam in march end i had already prepared once and now without any date confirmed it is just like roaming in dark without any magt .

Huda will not recruite the 2004 selected candidates.
--Actually he will have to, he has denied them postings for so many years on the pretext that there are no vacancies! Supreme Court is something, isn't it
Reason : final dates for judiciary main exam has been declared and exam will start from 11 april, how come they organizing exam if 5 member are suspended ?
--High Court is now conducting the exam, HPSC was involved till prelims only. And all judiciary exam from now on will be carried over by Punjab & Haryana High Court

The Haryana Governor, Dr AR Kidwai, today issued orders for the suspension of all nine members of the Haryana Public Service Commission (HPSC), including its chairman, MS Saini.
Awaited since last week after President Pratibha Patil gave her nod to a presidential reference by the Haryana Government for removal and suspension of the members, it is for the first time that the entire commission has been suspended in Haryana. The orders were issued by the Haryana Governor, who is in New Delhi. A copy of the orders was faxed to Chief Minister Bhupinder Singh Hooda. Sources said the Governor signed on the suspension orders right after he received a copy of the documents pertaining to the President’s nod.
The HPSC chairman, MS Saini, and the commission’s eight members — Chattar Singh, Ranbir Singh Hooda, Dunger Ram, Om Prakash, Yudhvir Singh, Satbir Singh and Ram Kumar Kashyap — were appointed by the previous INLD government. They will remain suspended till the Supreme Court carries out an inquiry into allegations of manipulation in appointments levelled by the Haryana government.
The commission has been out of work ever since the Congress government assumed power in the state. The members of the commission had even moved court over the matter. The government pondered over various ways to get control of the HPSC during which its expansion was also given a thought. However, the move was dropped as it was found unfeasible. Finally, a presidential reference was made by the government in 2006.
Earlier this week, the cabinet approved the expansion of the commission, increasing its strength from eight to 12, besides the chairman.
With the present members out of the way, the government will now fast-track the process of appointment of four members to the expanded commission. An officiating chairman will be appointed from among the new members and the process of recruitment started full steam.
With just over a year to go before the commission’s term ends, the government will be in a hurry to carry out a recruitment drive, especially in the “prized” Haryana Civil Services (HCS).

i m sure he is not prepairing for hcs exam, he is preparing for ias exam because only ias student speak such kind of words else he is just a visitor who not appearing in exam but left comment to discourage others.
The exam will be in chandigarh as it happend last time in 2004 this is what i heard from one of my friend who studying with me in hcs batch. she was selected dsp last time but because of the change of the govt she could not join the post and now again appearing in exam.

With best wishes and warm regards I am in waiting the dates of exam of HCS, as I heard that it would be scheduled on 12 Apr, but some propagating or really it is on 19th Apr. If anyone has the confirm schedule, could you please share it as I am posted with remote area where Haryana edition newpapers are rarely received to know the exact dates. Shall be grateful for the prompt response.

One of my friend who is studying with me for hcs was selected as dsp in 2004 batch. she told me everything about the case and she said that huda will not recruite the 2004 selected candidates.
HPSC recently Got its own building in panchkula ,earlier they were on rent in sec 17 chandigarh.
Govt can never fetch the votes by announcing about high level posts. infact govt can be in danger if they do so ?
it is never possible tht 5 members are suspended from hpsc dept.
Reason : final dates for judiciary main exam has been declared and exam will start from 11 april, how come they organizing exam if 5 member are suspended ?

i am going to tell u some harsh facts about the commission
which i came to know frm some adovates who are working with the commission,first of all the commission is not in the capacity to finalise the whole process,5 members are suspended the are just suspended not terminated frm the commission their case is in the honrble supreme court,commission requires 13 memeber to appoint the new civil servants,tht s nt possible without the judgement of the pending case,secondly there are 2004's selected candidate in waiting they were selected bt nt appointed,the reason disclosed by the hooda regime was there are no vacancies,so recuireting new posts is a political gimmick to fetch the votes in the coming elections both in general and in legislative assenbly, and the earlier selected candidates have filed a case before the supreme court,one of them is my known. so the suprene court may decide to favour them first, if the commission hold the prelim and mains the whole process may not get completed due to the pending issues,thirdly the exam process is not fair at all.so prepare for this exam but do not stake on it do not depend on it,prepare for upsc then this will be so easy to handle.ipersonally dont think this process will get completed ever.commission dont have its website,building is on rent,workers are of chatula regime which dont listen to the hooda govt. it is very difficult to hold the exam.
candidate outside haryana will be given preference only if he/she is in merit list otherwise its not easy for them to pass the interview exam.
the final date is 26 april and it was told by hpsc member whom i met in new office in pkl.they will announce it officially in a couple of days.

the duration between PT and Main would be around 25 to 30 days approximately , once the Result of PT is declared.
You should start the preparation of main exam now,because later u will get less time.

He might have got this information from commission. Unless someone has authenticated and confirmed information I will go with the assumption that its 19th April 2009.

Does anyone have any idea about when the interview/exam of Huda Estate Officer will be conducted. The last date of submission of application was 30th Oct 2008 and since then we have not heard anything from the authorities regarding the schedule of the exam.

the dt is most probable and it shall be confirmed once the notification comes by coming week

If conduction of any exam is violation of code of conduct then why HPSC going to conduct HCS(Judicial Branch) main exam on 11th april 2009??
I really appreciate your support but what we need at this point is UNITY and some ACTION PLAN to get rid of this exploitation.
I will let you know very soon about final decision of commission.
We are 33,000 aspirants and if only few of us will forward to protest against this prolonged political interference,I think we can make a difference.

the duration between prelim and main would be around one month or one and half month only(maximum)because all the candidates will join the duty before the legislative election in the state so tht 2004 case don't repeat again.

There is no Hard and Fast rule for duration between prelims and main exam.
All above this is HPSC.You can't trust them and epitome is in front of you regarding ambiguity of prelims date.
Yaa they will try to finish the process till end of this year otherwise ready to become victim of code of conduct because our legislative assembly election are due in starting of 2010.
You better equip yourself with all the weapons before the war begins.

Happy Holi to all of you!!!!!
I came to know from someone working with HPSC that due to code of conduct chances of prelims exam in last week of march are very less.It can get delay till june 2009 even.
They received as many as 33,000 applications for 184 posts.Top officials of HPSC are busy in general election but final decision on date of prelim exam is yet to come.
I hope we will not go through same agony as candidates went through in 2004,when a final list of 102 candidates abolished due to same code of conduct and they never joined.
Don't you guys think that we deserve a fair treatment with better accountability from Haryana Govt?
As "Jyoti" asked for a better and transparent system in her post. I think we all are responsible for current system and nothing gonna change until youth of this country remain a mute spectator.
If you guys have some plans to change this system and to avoid coming pain please let me know!!!!!

Code of Conduct(aachaar sanhita) is active now
if they declare exam in april or may or in march then they will have to declare the result within one week of the exam,which is impossible because during code of conduct no result can be declared.and hpsc can not hold the result for such a long time. anf if did then there can be manupulation in result.which student will not like and they can go to court and exam can be cancelled .

hi everyone, i have recieved my acknowledgement card but not my admit card. Ifff by mistake anybody recieves the admit card please inform the date of exam & venue. thanks. I am having a contact no. of hpsc but either they don't know anything or not picking up the call. Today this no. was not in use whereas this is hpsc's official no. & yesterday it was serviceable but no one picked up.thanks for your comments & info. everybody.

I am sorry I meant admit card.. Well there are still many who have not received acknoweledgement card too so do not worry.
Every coming Sunday is the D day for speculators. So pay attention to your studies and just follow the newspaper, I am sure, at least the authorities are responsible enough to response in appropriate time.

Please do not worry at all. No one has obtained the acknowledgment cards. and the exam date is not fixed. This is really not good for the aspirants since most of the time they are worried if they miss the exam date and hence can concentrate less on the preparations.
I suggest you all to study well and keep in touch with exam date and inform as much people you can so that it can benefit all. But at the same time I must suggest some of you to stop procrastinating the dates as it may harm others.
If any of us get into the system, should at least try to finish off this dilemma so that the future aspirants are not as worried as us.

Thanks for letting us know the exam date for hcs. We were waiting for too long to know this. The commission doesn't even bother to let the candidates know, nor we have any telephone no for commission where we can enquire, this is more worrisome for outstation candidates (outside haryana)
The problem will magnify for those who for any reason have not received their admit cards as they will never be able to know when the exam is due.
So it will be all wild guessing game.
Could you please let me know the source of the information regarding the exam date as we do not want to speculate at the moment and would like to negate that the information is based on wild rumours or guesses.

Do you know the shocking reality about HCS-2002 exam???
Shalender Singh Birla, who secured 565 marks in the written examination but was given only 17 marks out of 100 in the interview by the commission and another Scheduled Caste candidate, Ranjit Kaur, who got 90 marks in the interview despite having scored 493 marks in the written examination, Birla stated in his affidavit that he was given less marks to favour Ranjit Kaur at his cost.
The candidate was so intelligent that he had qualified for admission to all six IIMs, which is a rare distinction, yet the HPSC did not consider him intelligent enough to be selected in the HCS and he was given only 17 marks in the interview as against Ranjit Kaur, who was given 90 marks in the interview. Birla was pushed to the much junior post of assistant excise and taxation officer (AETO), which he did not join as a protest against the unfair selection.

Jagdeep, a close relative of then chairman of the commission K.C. Bangar
Kuldhir Singh, son of Sher Singh Badsami, political adviser to then Chief Minister Om Prakash Chautala. in the Hindi paper, though Kuldhir spelt the word “Hindi” as “Hindhi”
